That this House welcomes the Energy Conservation (Fifteen Y ear Programme) Bill introduced by a cross-party group of ho norable Members which would require the Secretary of State to draw up a 15 year programme of action to ensure that energy conservation measures are taken on 500,000 houses per year over a period of 15 years; acknowledges that such a programme is designed to end fuel poverty in this country; recognises that it would benefit the environment and create jobs; notes that the Bill does not create powers of entry in private homes; notes, too, that it does not involve compelling private individuals to carry out works, but rather relies on persuasion and promotion and hopes that the House will find time to discuss and pass the Bill.
