That this House notes the excellent and authoritative work of Employers for Childcare (EFC) in facilitating an important and timely debate on childcare issues; congratulates EFC on the recent publication of its Business Blueprint for Childcare which sets out a clear and sensible strategy for the effective delivery of available, affordable accessible qualify childcare for up to 14 year olds throughout the United Kingdom; notes that the Business Blueprint offers the best means of enabling parents to balance and fulfil their family and workplace responsibilities; agrees that locally provided childcare offers the best way forward for children, parents and employers, and that this is best achieved having full regard to the obligations provided for in the Children Act; agrees that local action can only be most
