Motion text

That this House supports moves to increase the recovery and recycling of packaging waste; welcomes the forthcoming Packaging Waste Regulations; reaffirms the commitment to the shared responsibility' principle whereby all parts of the packaging chain undertake to help recover and recycle packaging waste; notes with concern that the regulations as currently drafted allow for some parts of the packaging chain to substantially evade this shared responsibility; further notes that this imposes costs elsewhere in the packaging chain, weakens the ability of industry-wide compliance schemes such as VALPAK to operate successfully and jeopardises overall recovery and recycling targets; and calls upon the Government to amend the regulations to ensure that all parts of the packaging chain are treated equitably.
