Original motion text

That this House condemns the unprecedented taking of backbenchers' rare prime debating time by a Front Bench member, namely the presentation of a Ten Minute Rule Bill by the honourable Member for Livingstone, Opposition Front Bench spokesman for Health, thereby usurping a backbencher's customary prerogative; and notes that this was done on an Opposition day, when the subject could have been selected for debate at length by the Opposition.
