That this House notes the complete failure of socialism in all its forms around the world; welcomes the discussion in the Soviet Union regarding the abolition of Article 6 of the Soviet constitution which would end the Communist Party's monopoly of power in that country; believes that the British Government should do all in its power to guide Eastern Europe towards capitalism which has demonstrated its moral and productive superiority; urges all emerging East European democracies to adopt a western system of contract law and property rights as the basis on which a free-market economy is built; hopes that the waste of human and capital resources since October 1917 will never be repeated; and looks forward to the day when socialism is completely swept away in the United Kingdom as well.
