leave out from 'parliament' to end and add 'will probably need to include at least some members with some form of democratic accountability, but accepts that the exact details of its composition should only be determined after its new role has been decided and after its new relationship with the House of Commons has been determined.'.

That this House believes that the composition of the second chamber of parliament should be determined by election.
