That this House, noting that the key sub committee of the Basic Law Drafting Committee for Hong Kong meets on 18th/19th December to decide its recommendations on the constitutional arrangements for Hong Kong, an that OMELCO has reached a unanimous consensus on Hong Kong's preferred arrangements for the Legislative Council in 1991, urges the Government to accept in full and without delay the terms of the consensus; namely that the Legislative Council should contain 20 directly elected seats, 20 functional constituency seats and 20 appointed seats in 1991 as part of a steady progress towards a fully democratically elected legislature in 2003.
