EXTENDING RIGHT TO MANAGE TO TENANTS OF REGISTERED SOCIAL LANDLORDS

Motion text

That this House recognises the positive contribution made by tenant management organisations and tenant management co-operatives to building sustainable and socially inclusive communities in local authority housing; notes the difficulties faced by many former local authority tenants who have set up tenant management organisations in maintaining them when they lose the legal right to manage following a transfer of local authority stock to a registered social landlord; wishes to see tenants of registered social landlord given the same right to set up tenant management organisations and gain the benefits to be derived from controlling their homes; draws attention to the need to ensure that tenants of registered social landlords are encouraged and supported to set up tenant management organisations through a funding framework similar to that available to local authority tenants; and therefore supports the extension of the right to manage to tenants of registered social landlords as recommended in the Salford University 'Assessment of the implementation of the Right to Manage' (DETR Housing Research Report No. 82, 1998) by the Housing Corporation using its powers under the section 36(2)(h) of the Housing Act 1996 to issue guidance requiring registered social landlords to grant a right to manage to their tenants.
