Motion text

That this House applauds the proposals from the new Chair of the Strategic Rail Authority for a new high speed train line from London to the North, first articulated in 1993 by the West Coast Rail 250 Group and the West Coast Main Line All-Party Group; notes the lack of capacity on the West Coast Main Line and the difficulties the SRA are having in reconciling freight and passenger demands in its current review of the WCML upgrade options; and therefore urges the Government to make an early commitment to the construction of a new high speed line to the North, to be completed by 2015, the completion of which would complement the dedicated high speed Channel Tunnel Rail Link and would bring enormous economic, tourist and other benefits to the English regions, Scotland and North Wales.

NEW HIGH SPEED RAIL LINK TO THE NORTH (Amendment 1)
at end add 'but notes with concern the recent of SRA official, Stuart Baker, who said that the high speed rail line would not reach Scotland; and believes that such a decision would severely disadvantage rail passengers commuting to and from the west of Scotland and put into jeopardy key elements of the SRA Strategic Plan which seek to increase the capacity of Scotland's railways.'.
