That this House welcomes the formation of the Campaign Against Road Disruption, a body formed to tackle the traffic disruption caused by utility companies; notes that a recent report by the Transport Research Laboratory suggests that delays from street works cost the travelling public in the United Kingdom an estimated ú2 billion a year; welcomes the Government's experiments allowing Camden and Middlesborough councils to charge a daily lane rental charge of ú500 to companies for digging work on roads to encourage such utilities to complete their work promptly and to co-ordinate with other companies; believes that utility companies should invest in the use of trenchless technology to minimise the disruption to road users; and further believes that the Government should set up an advisory committee comprising of road users and the utility companies to discuss the effectiveness of street works legislation and best practice from other countries.
