That this House congratulates the Chancellor of the Exchequer on the success of the annual winter fuel payment; notes that according to a survey of 5,000 pensioners published in Saga magazine the winter fuel payment is an extremely popular means of distributing extra money to pensioners; notes that the success of the winter fuel payment derives from the fact that it goes to every household where there is someone over 60 years old, regardless of whether that person qualifies for a full state pension, ensuring that the 51 per cent. of women and 14 per cent. of men pensioners who do not qualify for a full state benefit in full; further notes that the winter fuel payment is non-means-tested and non-taxable and is efficient and easy to administer; and calls on the Chancellor to consider retaining the winter fuel payment at its current rate of ú200 or more in future years.
