Motion text

That this House believes that deaf and hard-of-hearing people should, in principle, be enabled to follow television; recognises that the subtitling of both live and recorded programmes is now technically possible; urges the broadcasting authorities to extend their subtitling provision and consider a signing facility; acknowledges the vital role of the Government in translating goodwill into action; and calls upon the Secretary of State for the Home Department to include specific requirements on the broadcasting authorities in the Broadcasting Bill.
