Motion text

That this House notes that there is no provision in the Broadcasting Bill to protect and improve facilities for deaf television viewers; notes that the Government says that all companies must pass a quality threshold before bidding for independent television franchises; expresses concern that obvious requirements to protect quality television for deaf viewers have been omitted from the Bill; demands that if the Government is serious about quality it should prove it by including in the Bill a 'quality baseline', not only for the deaf but for all disadvantaged groups; and calls for a specified percentage of television viewing, with regard to both peak and off-peak viewing, to be adapted to the needs of the deaf.

At end add 'and believes that the televising of proceedings in the House should, by acknowledging the special needs of deaf people and others with disabilities, be an example of the best practices in this field.'
