That this House welcomes the recent formation of the Capital Receipts Group, a cross-party group of over 50 debt-free local authorities; notes that these local authorities are united by their opposition to the proposals to enable the Secretary of State to appropriate and redistribute Housing Capital Receipts as set out in Clause 11 (2) (b) of the Local Government Bill; supports the Capital Receipts Group's opposition to these proposals which are likely to impact upon the ability of local authorities to implement the Government's policies on affordable housing and the decent homes standard; and calls on the Government to consider an alternative to these measures.
