That this House is gravely concerned at the possibility of military action by Saddam Hussein against the million unarmed Shia refugees in the Southern Iraq marshes near Al-Amara who are out of sight of the world's television cameras; condemns the arrest of the Ayatollah Al-Khoei, the destruction of the sacred institutions in Kerbala and Najaf and the desecration of the Wadi Al Salam cemetery; and believes that the United Nations and the British Government should consider establishing safe havens in Southern Iraq that will remove the threat of the genocide of the Shia people by the forces of Saddam Hussain.
