at end add '; therefore is concerned at the numerous problems surrounding the use of voting machines; and notes that where paper ballots are used there is far greater confidence in the transparency of the system.'.

Original motion text

That this House notes the unprecedented turnout in the recent US presidential elections and believes, whatever the eventual result, that mass participation is vital to the health of pluralistic democracy; resolves to take all steps in ensuring that participation in forthcoming elections, to all levels of government, is as high as possible; and believes that the principle that every vote counts and that every vote should be counted is vital in ensuring continued public confidence in the electoral process.
