That this House is concerned by the use of footpaths and pavements by cyclists; notes that such actions are responsible for an alarming number of accidents; further notes that cycling on pavements can cause great distress to the elderly, blind, disabled, mothers of small children and numerous other vulnerable pedestrians; notes that cycling on pavements is an offence under S72 of the Highways Act 1835 as amended by S85(1) of the Local Government Act 1888; is concerned by the fact that the Government has not conducted any specific research on this topic; calls on the Government to resist simply changing the status of certain footpaths so that cyclists can use them; and urges the Government to take stronger action to control this form of anti-social behaviour.
