That this House takes note of the launch of the consultation by the Government through the Department of Environment, Food and Rural Affairs on, Taking it On: Developing UK Sustainable Development Strategy on 21st April; and regrets the complete failure of the Government to progress a sustainable development strategy since 1997 as evidenced by the rise in greenhouse gas emissions since 2002 and further evidenced by the failure to promote the greater use of combined heat and power and by the delay in introducing the national allocation plan leading to implementation of the EU emissions trading scheme.
