Motion text

That this House has deep concerns about the structure of the National Offender Management Service, particularly the lack of organisational detail; strongly endorses the work of both the National Probation Service and Her Majesty's Prison Service; and therefore calls upon the Government to ensure that both services receive adequate public funding for their purpose and that the process of contestability is not used as a threat to staff or voluntary sector providers.

NATIONAL OFFENDER MANAGEMENT SERVICE (Amendment 2)
Line 6, at end add 'calls upon the Home Office to bring before the House for consideration only policies which have been widely consulted upon with all those affected and then subjected to online pre-legislative scrutiny by Parliament, so that legislating in haste does not have to be followed by further corrective legislation, adjustment and guidance in order to make often good intentions into workable frontline practice; regrets the retreat of probation services from the localities and neighbourhoods of our constituencies and believes that this is one of the real service delivery problems for beleaguered communities that any reform of rehabilitation services should address before yet more top-down restructuring.'
