leave out from 'House' to end and add 'will be in a far stronger position to lecture the rest of Europe on democracy when the UK has developed an independent democratic parliament, an elected second chamber, a Bill of Rights, a reformed judiciary and free standing local authorities.'.

Original motion text

That this House supports the Prime Minister and the Government in their non acceptance of the Draft Treaty on Political and Economic Union recently issued by the Luxembourg Presidency of the Council of Ministers and now in the Library, including (a) the irrevocable fixing of exchange rates with a single currency, Article (3A), (b) a Central Bank with majority voting Article 4A, (c) supranational law-making for the European Parliament, Part 5 and (d) a common foreign and security policy Articles H to K; and believes that the ultimate power of decision over such matters must remain with the Westminster Parliament.
