Motion text

That this House welcomes the principles of the EU Emissions Trading Scheme but has serious reservations about the way in which the Government plans to apply it to the United Kingdom; has serious concerns about the rushed and incompetent way in which the United Kingdom National Allocation Plan was drafted; urges the Government to publish in full the formula behind its draft initial allocation of credits; and calls on the Government fully to revise its draft National Allocation Plan to remove the current errors.
