That this House takes note of the European Water Framework Directive and the Waste Environment Directive (Water Framework Directive) (England and Wales) Regulations 2003, but expresses its concern that the impact of the cost of implementing the Directives in England and Wales will be disproportionately high on farm businesses, in particular in relation to diffuse pollution; and urges the Department of Environment, Food and Rural Affairs to bring forward proposals to help to defray their costs, in particular through the use of agri-environmental measures available through rural development funds.
