STAMP DUTY REBATE FOR ENERGY EFFICIENCY MEASURES

That this House notes the Government's statement in its recent Review of the Climate Change Programme that its statutory duty to increase residential energy efficiency by 20 per cent. by 2010 from a 2000 baseline `will require even greater levels of energy efficiency improvement'; further notes that, in a recent report, the Environmental Audit Committee expressed concern about `unsustainable' levels of carbon emissions from the residential sector and therefore urged the Government to introduce a stamp duty rebate for all homes that achieve set energy efficiency standards; further notes that such a rebate is also recommended by the Royal Commission on Environmental Pollution, the Energy Saving Trust and the Association for the Conservation of Energy as being the best way of achieving the installation of more energy efficiency products; recalls that in the final session of the last Parliament 227 honourable Members signed an Early Day Motion calling for such a rebate; further recalls that the Energy White Paper described energy efficiency as the `cheapest, cleanest and safest way' of achieving all energy policy objectives; and therefore believes that measures to introduce a stamp duty rebate scheme should be implemented expeditiously.
