That this House notes with concern the fundamental changes that are being introduced to civil legal aid by the Government which will deny access to justice to many of modest means whose cases deserve support; and calls on the Government not to implement these changes by statutory instrument but by primary legislation, so that a full debate may take place in Parliament and alternative approaches to the funding of legal aid may be considered that may better preserve and develop a legacy of the Attlee government that has been universally acknowledged to have been of great public benefit.
