That this House, conscious of the dangers posed to the Antarctic Treaty System by present disagreement among its Member States on how the mineral issue should be handled, warmly welcomes the British Government's proposal for a moratorium on minerals prospecting and exploitation activities.

leave out from 'House' to end and add 'acknowledges that all the environmental arguments point to a minerals prohibition in the Antarctic; and calls on the Government to ensure that the moratorium on minerals prospecting is not linked to the minerals convention, CRAMRA, or its successor, and to ensure that such a moratorium can only be lifted by a consensus of all the Antartic Treaty Consultative parties.'.
