That this House congratulates Oxfordshire County Council on achieving an overall Excellent rating in its most recent Comprehensive Performance Assessment by the Audit Commission; notes that in doing so the Council has achieved its aim of reducing council tax rises to only 4 per cent. two years ahead of target, has achieved efficiency savings of £5 million in 2005-06, has successfully combined back office and support services into one shared service centre and is on course to achieve gross savings of £27 million over eight years, is now recycling more than a third of household waste in the county, is helping more people live independently at home, is delivering children's services which are judged to be `good with an excellent capacity to improve'; and has recently helped deliver the magificent Oxford Castle regeneration project in partnership with the private sector which includes hotels, restaurants and a heritage centre and was opened by HM The Queen in 2006; and notes that this demonstrates the determination of Oxfordshire County Council to deliver high quality, cost-effective services to local residents.
