That this House agrees with the Government's proposal, as set out in paragraph 2.85 of its paper Review of the Human Fertilisation and Embryology Act (Cm 6989), that the creation of hybrid and chimera embryos in vitro should not be allowed; but disagrees with its proposal to create a power enabling regulations to set out circumstances in which the creation of hybrid and chimera embryos in vitro may in future be allowed under licence.
