at end add `but notes that the earliest any reform could take place is after 2010-11 which will be too late for many of the remaining directly-managed housing authorities to avoid stock transfer.'.

Original motion text

That this House welcomes the Government's decision to review the Housing Revenue Account Subsidy System; and calls on the Government to allow local authorities and arms' length management organisations that have to contribute rents paid by their tenants into the system to keep these resources to spend on housing needs in their own areas.
