That this House notes the publication of Sir Andrew Foster's Review of the Capital Programme in Further Education; is concerned that the Review found that the crisis was predictable and probably avoidable, with warnings about the programme first expressed in February 2008; further notes that 79 colleges are awaiting approval in detail and 65 colleges are awaiting approval in principal for their applications for capital funding, worth a total of £5.7 billion; and calls on the Government urgently to set priority criteria for the future of the capital programme as recommended in Sir Andrew Foster's report.
