That this House, still mourning for the 167 lives lost in the Piper Alpha disaster, welcomes Lord Cullen's Report which conclusively establishes the appalling negligence of the owners and operators of the oil platform; urges Her Majesty's Government to act decisively in bringing to justice those responsible for not having listened to the warnings and signs which preceded the disaster; is convinced that had the workers been able to organise themselves in trade unions, both owners and managers would have found it very difficult to ignore warnings about the possibility of a disaster; and urges Her Majesty's Government, as a mark of respect for the victims and their relatives and as a sign that they have at long last learned their lesson that lack of proper funding of the safety inspectorate contributed to the disaster, to formally commit themselves to a proper support for the new safety and health arrangements proposed by Lord Cullen and for Ministers to firmly support the right of workers to give themselves the trade union organisation they have been so far denied.
