Motion text

That this House notes the Government's decision to make charities and other not-for-profit organisations pay for a licence when they play recorded music in their own premises from April 2010; further notes the proposals would result in an unacceptable financial burden on the voluntary and community sector upwards of £20 million per annum; further notes the devastating impact that these proposals would have on local tea dances, youth clubs, coffee mornings, charity shops and others; and therefore calls on the Government to maintain the status quo and continue the current exemption for all charities and other not-for-profit organisations from this music licence regime.

After a motion has been tabled, other Members can table amendments to it. Amendments to this motion are shown below.

CHARITIES AND RECORDED MUSIC LICENCES (Amendment 1)
leave out from `2010;' to end and add `in line with the EU practice on copyright payments to recording artists, in an attempt to ensure that the legitimate rewards for the work of recording artists are not denied to them as they have been in the past; further accepts that like many organisations, charities are facing a drop in income following the impact on the economy of the collapse of the banks; and calls on the Government to enter into discussions with charities and their fund-raising organisations to work out a system that will attempt to enhance charitable giving, without denying the rights of musicians to proper remuneration when the work they created is played in public, particularly in any money making enterprise.'.
