That this House is deeply concerned that two months into its Chairmanship of the Organisation for Security and Co-operation in Europe, Kazakhstan appears to be reneging on the commitments it made in order to gain approval for this position, and in particular on its pledges to implement reforms in respect of media freedom, religious freedom, internet law, human rights, democratisation and legislation; and calls on the Secretary of State for Foreign and Commonwealth Affairs to urge his European counterparts for joint action to press the Kazakhstan government on these matters at every possible opportunity and to consider what action or sanctions could be imposed if Kazakhstan fails to deliver on its promises by the end of 2010.
