That this House recognises that high speed rail is a viable, efficient and economic alternative to short haul air travel and that a high speed rail line from Scotland to London would benefit both areas; further recognises that High Speed Rail One from St. Pancras International to France took nine years to complete; and agrees that a high speed rail line should be constructed starting from both Scotland and London to reduce construction time and enhance the benefit to the economy.
