That this House commends Aberystwyth University's Department of International Politics for its project on Europeanising or Securitising the Outsiders? Assessing the EU's partnership-building approach with Eastern Europe led by Dr Elena Korosteleva, which has investigated the effectiveness of the European Neighbourhood Policy and the Eastern Partnership Initiative in Belarus, Ukraine and Moldova; recognises the importance of building relations between the EU and non-member states; notes the study's findings that the EU had limited understanding of its partners' requirements and that the EU top-down approach circumscribed the input of outside partners, including those that were most enthusiastic towards the EU; and calls on the Government to consider the findings of the project in developing relations between the EU and partner states.
