Motion text

That this House welcomes the forthcoming visit to the United Kingdom of the Tibetan leader, the Dalai Lama; notes the Resolution on Tibet passed by the UN Human Rights Sub-Commission in Geneva, on 23rd August 1991, in which concern is expressed for 'the continuing reports of violations of fundamental human rights and freedoms which threaten the distinct cultural, religious and national identity of the Tibetan people' and 'calls on the Government of the People's Republic of China fully to respect the fundamental human rights and freedoms of the Tibetan people'; further welcomes the US State Department Authorization Act 1991, signed by President Bush on 28th October, which states, inter alia, that 'Tibet is an "occupied country" whose true representatives are the Dalai Lama and the Tibetan government in exile'; and hereby calls upon the United Kingdom government to give their support to both the UN Sub-Commission Resolution and the US Congress Act in the strongest possible terms, to support the Tibetan people when the issue of Tibet goes forward for discussion by the UN Commission on Human Rights, at its session in February 1992, and to support the Dalai Lama's wish to visit Tibet, in the near future, accompanied by both Chinese officials and international journalists.
