Motion text

That this House notes the devastation caused by Storm Desmond and Storm Eva, and recognises that many residents and businesses have yet to return to their properties since the floods of 2015; further notes that, while the Government has committed to spend £2.3 billion on addressing the damage from the floods and building barriers to protect assets, it has far more to do in addressing upper catchment management to reduce the amount of water flowing downstream by introducing slow the flow schemes, storing water upstream, filling up the grips and planting; and calls on the Government to refocus its efforts and resources to improve upland management, while at the same time ensuring those exempt from the Flood:Re scheme including leaseholders, those living in accommodation built after 2009 and businesses, are provided with access to Flood:Re or business-specific Flood:Re schemes to provide appropriate insurance and ensure that the Government is building a flood resilient nation, while also recognising that a far more robust approach to climate change is needed.
