That this House notes with regret that Government incompetence in implementing the EC Toy Safety Directive in January 1989 has robbed hundreds of United Kingdom charities of ú10 million in revenue; notes that second-hand toys should not have been affected by the directive; regrets that the United Kingdom Government produced oppressive legislation which goes beyond the EC directive and affects second-hand toys as well as new toys; believes that Ministers in the Department of Trade and Industry should have responded much earlier to the pleas of leading United Kingdom charities and repealed the regulations as they affect second-hand toys; and calls on the Government to repeal the legislation without further delay to permit charity shops to sell safe second-hand toys and give millions of low-income families access to cheap, safe second-hand toys from charity shops.
