That this House regrets the decision to impose a cap upon the number of English students who can attend higher education institutions in Scotland, Wales and Northern Ireland; notes that this decision will have a further financial impact on universities which are already having to deal with the effects of the COVID-19 crisis; is disturbed by reports that these changes have been introduced without any consultation with universities in the devolved nations; calls upon the Government to make time for a proper consultation process with the devolved governments and higher education institutions in Scotland, Wales and Northern Ireland; further calls for time to be made for a debate on this issue on the floor of the House, and notes with gratitude the contribution that higher education institutions in Scotland, Wales and Northern Ireland make to their respective nations.
