That this House acknowledges the winding down of (Independent Commission on Civil Aviation Noise) ICCAN, the body established by the Department for Transport to provide independent representation for overflown communities; laments the lack of representation overflown communities will now have on aviation noise issues; accepts the importance of the public having both confidence in the noise data being published and trust in the impartiality of the airspace change process; recognises that it is not clear how the Civil Aviation Authority (CAA) can now be both the regulator responsible for approving airspace change and provide independent analysis of the impacts on local communities; and calls on the Department for Transport to commit to establishing a new independent voice on aviation noise, provide clarity about which of ICCAN’s functions are being transferred to the CAA and strengthen the CAA’s statutory duties on noise to ensure it can deliver reductions in noise pollution.
