leave out from 'House' to end and add 'notes with approval the steps taken by the Secretary of State for Wales to help farmers cope with the demands of the Integrated Administration and Control System including over 200 free clinics arranged by ADAS at Welsh Office expense at which guidance has so far been given to over 6,000 farmers, Freefone helplines in all the divisional offices of the Department, sale by the Welsh Office of copies of Ordnance Survey maps, access for farmers to maps held at divisional offices so that essential information may be obtained and requests other bodies in Wales holding such maps similarly to give farmers viewing access to them; and congratulates the Secretary of State on having taken measures, many of them specific to Wales, aimed at overcoming the difficulties associated with the introduction of IACS.'.

That this House is deeply concerned that of the 24 seminars which have been set up to explain the new documentation for receiving subsidy payments via the Common Agricultural Policy under the new European Integrated Administration and Control System none will be held in Wales; notes that Government ministers responsible for agriculture will be introducing all 24 seminars; and concludes unavoidably that the proposed set up is discriminatory against Welsh farmers and that this is further evidence of how little interest the Secretary of States for Wales is now showing in matters Welsh, since discussion of the forthcoming Summer Cabinet reshuffle has begun in earnest.
