That this House notes with strong concern, the potential consequences for residents in Kirkby and West Lancashire if the Culzean W2E planning application for a medical waste incinerator in West Lancashire, on the border of Kirkby, is approved by Lancashire County Council; expresses concern that the site of the proposed incinerator is already very poorly managed with a number of companies conducting waste management businesses on it with a complete lack of consideration in regard to the effect that their activities have on local residents; further notes that those activities include the use of dilapidated and unsafe buildings, unacceptable storage of waste materials and waste materials falling off vehicles associated with the site; notes, with strong misgivings, the potential impact that a medical incinerator on the site would have on the health and wellbeing of residents in Knowsley and West Lancashire; and calls on Lancashire County Council, West Lancashire Borough Council and the Environment Agency to defer any further consideration of the proposal and focus on taking strong enforcement action against those already involved at the site.
