leave out from 'that' to end and add 'he will allow Scottish local authorities to raise capital for necessary improvements to Scotland's water and sewerage services which they will own, deliver, and pay for through charges as a public service.'.

Original motion text

That this House notes the comments of the Minister of State at the Northern Ireland Office and 'it will not be possible, for technical reasons, to privatise the water industry in the lifetime of this Parliament', Official Report, 20th April 1993, column 296; is delighted that the people of Northern Ireland have been spared the damaging effects of water privatisation; believes that the Government, having backed off from water privatisation in Northern Ireland, would be committing political suicide if it proceeds with plans to privatise or franchise Scotland's water; and calls on the Secretary of State for Scotland to recognise the overwhelming public opposition to the sell off of Scotland's water and announce that Scottish water services will continue in local authority ownership, control and delivery.
