That this House expresses its grave concern over developments in Angola since the United Nations monitored multi-party elections of September 1992 which were verified by the United Nations to have been generally 'free and fair'; notes with alarm the Report of the United Nations Secretary-General on 21st January (S/25140) that UNITA forces had occupied 104 out of the country's 164 municipalities; welcomes the unanimous adoption of United Nations Security Council Resolution 804 on 29th January which strongly condemns 'in particular the initial rejection by UNITA of the election results, its withdrawal from the new Angolan Armed Forces, its seizure by force of provincial capitals and municipalities and the resumption of hostilities'; and therefore urges Her Majesty's Government to consider taking a new lead in order to secure more effective action by the international community to promote peace and democracy in Angola which should involve, in particular, support for the newly elected government of national unity including the provision of emergency aid and measures to prohibit supplies of military and other forms of assistance to UNITA as required under international agreements.
