That this House notes recent increases in standing charges being levied on utility bills; condemns the practice which unfairly penalises homeowners that use less electricity and gas; and calls upon Ofgem to review its decision which will result in millions of hard pressed consumers having to pay hundreds of pounds each year even when some, particularly in one or two person households, use relatively little energy at a time when other household prices continue to escalate.
