Motion text

That this House notes that 11 January 2026 marked the 24th anniversary of the opening of the Guantánamo Bay Prison Camp; further notes with alarm that 15 people including three men, who have long been approved for release, Muieen Abd Al-Sattar, 2009, Guled Hassan Duran, 2021, and Ismael Ali Bakush, 2022, remain imprisoned at the camp; also notes that three other men, Abu Zubaydah and Abu Faraj Al-Libi, held at Guantanamo since September 2006, and Muhammad Rahim, held since March 2008 have not been charged with any wrongdoing, but have never been approved for release; is dismayed that a further six men Mustafa Al-Hawsawi, Walid Bin Attash, Abd Al-Rahim Al-Nashiri, Ammar Al-Baluchi, Riduan Isamuddin and Khalid Shaykh Mohammed, continue to be deprived of justice; believes that Ramzi Bin Al-Shibh, previously charged, is in legal limbo after a Department of Defense sanity board found him mentally unfit to stand trial in 2023 as a result of his torture; is concerned that two other convicted prisoners, due to be released in 2032 after a plea deal in 2022, Ali Hamza Al-Bahlul, serving his sentence in almost complete isolation and Abd Al-Hadi Al-Iraqi, the most profoundly physically disabled prisoner at Guantanamo, who is not receiving adequate care continue to be failed by the US authorities; and urges the Government to call for closure of the camp and for the release of the 15 men who remain imprisoned at the camp.
