Recognition of Ukrainian driving licences

EDM (Early Day Motion) 2866: tabled on 25 February 2026

Tabled in the 2024-26 session.

This motion has been signed by 25 Members. It has not yet had any amendments submitted.

Motion text

That this House notes that, under the agreement in force since 20 May 2021, Ukrainian driving licences may be exchanged for Great Britain licences; further notes that because tests taken before 28 December 2021 did not record whether they were completed in a manual or automatic vehicle, the Driver and Vehicle Licensing Agency will only issue automatic Category B entitlements, and that vocational categories C, CE, D and DE are not currently exchangeable; recognises that this is preventing otherwise qualified Ukrainian drivers from working in sectors facing shortages, such as the road freight sector; and calls on the Government to review the arrangements and work with the Ukrainian authorities to establish a lawful mechanism to recognise manual and relevant vocational entitlements, subject to appropriate safeguards.
