Dual nationals without British passports

EDM (Early Day Motion) 2869: tabled on 25 February 2026

Tabled in the 2024-26 session.

This motion has been signed by 35 Members. It has not yet had any amendments submitted.

Motion text

That this House notes with concern the impact of the new immigration requirements effective from 25 February 2026 on dual British nationals, who will be required to present either a valid British passport or a Certificate of Entitlement attached to their non-UK passport to avoid delays at the UK border; further notes the cost of a Certificate of Entitlement which may present a significant financial hurdle for British citizens wishing to enter the UK; acknowledges reports of week-long waits to obtain a Certificate of Entitlement causing disruption to travel plans in the short term; recognises that many British dual nationals have renounced, did not renew, or have not applied for UK passports according to their individual circumstances; further recognises the impact of this requirement on the children of British citizens born abroad, themselves British citizens but often not in possession of a British passport; expresses concern that dual British citizens will incur significant cost in order to enter the UK; and calls upon the Government to implement a low-cost alternative to this current system.
