That this House believes the publication of the Warm Homes Plan in January 2026 was a welcome step after long delays from the Government; condemns that delays meant vulnerable households were left without the anticipated support to upgrade homes and cut energy bills in winter 2024-25, and again for winter 2025-26; notes that UK housing stock is the oldest in Europe and among the least energy efficient, homelessness in the UK is at record high and an estimated six million households are in fuel poverty; further notes that new decent homes standards have been further delayed to 2035; and calls on the Government to urgently implement a 10-year emergency home upgrade programme, provide incentives for installing heat pumps that cover the real costs, and bring forward a social energy tariff to reduce energy bills to protect vulnerable households this winter.
