Motion text

That this House notes the need to reform the foster care system, particularly around attachment, carers’ rights and policy change initiatives; promotes Noah’s Campaign which aims to prevent trauma caused by broken attachments in foster care, prioritises child attachment over administrative processes, and protects the child’s support network; further notes the need to improve the rights of foster carers and questions their status as self-employed which means they may lack appropriate workers’ rights; acknowledges the inferior health outcomes for those who have grown up in foster care, including lower life expectancy and higher likelihood of committing suicide; and supports the introduction of the Baby Passport that would document a child’s sensory, emotional and comfort needs and give a holistic understanding of the child in order to support continuity of care.
