That this House expresses its grave concern at the mounting evidence emerging from the Undercover Policing Inquiry (UCPI) of extremely serious police misconduct and corruption on a scale far outstripping expectations at the Inquiry’s inception; welcomes the numerous apologies issued by the Metropolitan Police Service for misconduct which includes but is not limited to abusive sexual misconduct by officers, the theft of dead children's identities, and unjustifiable spying on campaign and community groups; recognises the vital importance to survivors of truth, accountability and answers; acknowledges that the work of the UCPI is far from complete, with key aspects of its terms of reference outstanding, including Tranches 4 and 5, which deal with the most recent and relevant undercover deployments, carried out under the existing regulatory framework and guidelines, such as the Regulation of Investigatory Powers Act 2000, and Module 3, recommendations for the future; urges the Home Office to urgently appoint an expert panel and a new Chair, and ensure resources are available to complete the Terms of Reference in full under the Inquiries Act 2005; and calls for steps to be taken to ensure candour and openness from the state parties under investigation, with a clear process for prompt disclosure of evidence to survivors that prevents the excessive secrecy and the resulting delays that have plagued the Inquiry to date.
